The party adheres to the official Indonesian philosophical doctrine of «Pancha Sila» (Five Pillars: faith, humanity, unity of the country, democracy, social justice), is closely associated with the country's army and other social groups, and traditionally received more than half of the votes in parliamentary elections until the late 1990s. For most of its history, the newspaper was the official party publication, it was called «Golos Golkar», which published news, programs and tasks of the party, reports, and various educational information. The largest circulation (almost 300 thousand copies) of the newspaper was in 1998, after which its popularity began to decline rapidly, and the circulation fell 100 times. In 2004, when the party again won the majority of votes in the next election, the newspaper's circulation went up again.
